Safe Communities Incentive Program

What is the Safe Communities Incentive Program (SCIP)?

SCIP is a two-part Workplace Safety and Insurance Board (WSIB) incentive program for small businesses. 

In Part I, firms that meet the program requirements are eligible to receive a 5% rebate on their WSIB premiums. Firms can receive up to an additional 5% rebate in Part 2 of the program.

What are the benefits?

  • Develop a health and safety policy
  • Understand workplace rights and responsibilities

  • Improve employee morale.

You are eligible to join SCIP if your firm:

  • Is a registered Schedule 1 firm contributing to the WSIB’s insurance fund
  • Pays $90,000 or less in WSIB premiums per year
  • Is not part of the Safety Groups Program or a past SCIP participant.

Who attends the program?

The program is for owners and senior managers. Research and experience shows that commitment and leadership from owners and senior management is essential to developing effective health and safety and return to work programs.

The Safe Communities Incentive Program helps owners become more aware of health and safety and gain commitment to improving practices in their workplace.

In Part 1, how does a firm qualify for the 5% rebate?

The owner or senior manager from the firm will:

  • Participate in the 5 Steps to Managing Health & Safety training program that covers leadership; organization and responsibilities; hazard recognition and assessment; hazard controls; building your Health and Safety program; and return to work.
  • Complete and submit the program requirements as defined.

What is Part 2 of SCIP?

Once firms complete Part 1, they are eligible to participate in Part 2 of the program.

Part 2 is a group-based incentive in which firms join together to form a group. Participants complete two program elements and attend a health and safety workshop.

The rebate is calculated based on the group’s reduction in injury costs. When a firm finishes Part 2 of the program, it can receive up to another 5% rebate on its WSIB premiums.

What sort of training and evaluation can employers expect?

Employers will learn how to:

  • Conduct an evaluation of their health and safety programs
  • Develop a health and safety action plan and policy
  • Outline workplace roles and responsibilities
  • Manage a health and safety program
  • Create a return-to-work program
  • Improve performance
  • Reduce injury and illness costs and property losses.

Workplace Safety and Insurance Board

Ontario’s Workplace Safety and Insurance Board (WSIB) plays a key role in the province’s occupational health and safety system. Funded by employers, the WSIB is one of the top 10 disability insurers in North America.

In addition to a strong prevention mandate, the WSIB provides insurance for injuries and illnesses incurred in workplaces covered under the Workplace Safety and Insurance Act and supports early and safe return to work for injured workers.
